The Fifth Plenary Session of the Eighth Lishui Municipal Party Committee emphasized focusing on cultivating endogenous development momentum as the core requirement to “revitalize industries”, building a modern ecological economic system as a strategic task to better enhance the endogenous development momentum of mountainous areas.
Major, high-quality, and advanced projects, with their strong demonstrative effect and driving capacity, often create a clustered development pattern where one project leads to multiple others and one point drives an entire area. They serve as important catalysts for enhancing endogenous development momentum.
According to the Municipal Productivity and Investment Promotion Center, in the first half of this year, the city attracted 129 new projects with investments exceeding 100 million yuan, completing 71.7% of the annual target, with a total investment of 63.78 billion yuan. Among these, 36 projects had investments exceeding 1 billion yuan, completing 65% of the annual target, with a total investment of 52.14 billion yuan. Both categories achieved the goal of “exceeding half the target in half the time”.
Notably, among the 129 projects with investments over 100 million yuan, 117 were manufacturing projects, accounting for 90.7% of the total. This not only highlights Lishui’s consistent emphasis on manufacturing as the “ballast” of its industrial economy but also reflects market entities’ confidence in Lishui.
What is drawing these major projects to Lishui?
Take the Dreame (Lishui) Smart Home Appliance Manufacturing Project, which primarily focuses on producing high-end smart appliances and personal care products, as an example. In mid-March this year, upon receiving information about the project, the Lishui Economic and Technological Development Zone immediately reported it to the municipal party committee and government. The municipal leadership attached great importance to the project and supported the investment promotion efforts. Subsequently, municipal departments provided full support, provincial and municipal state-owned enterprises collaborated, and the Lishui Economic and Technological Development Zone advanced the project efficiently. The zone’s party working committee secretary traveled to Dreame Technology’s headquarters in Suzhou three times within a month for negotiations, winning the company’s approval with a “go all out to reach the goal” work efficiency.
Whether the project can be put into production promptly directly influences the company’s investment decision. In addition to prioritizing efficiency, the Lishui Economic and Technological Development Zone utilized a 50,000-square-meter industrial park for rolling functional components, which met the requirement for rapid production, to provide space for the project to launch before the “Double 11” shopping festival. Simultaneously, the zone also introduced a third party to customize the factory building for the project. With strong support from the Lishui Industrial Investment Group, the 118-mu (approximately 7.87 hectares) land plot was acquired in June, and construction began in July.
For both Lishui and the company, the broader development landscape and space are equally important.

Of course, attracting major projects is only the first step. The subsequent stages—production, operation, maintenance, and radiating impact—each present their own challenges. Continuously optimizing full-cycle systematic services to enhance project development quality and efficiency, ensuring that companies can start operations smoothly and succeed, will further test the wisdom of development.
