Lishui Spares No Effort to Promote Steady Income Growth for Farmers and Accelerate the Narrowing of the “Three Major Gaps”— Leaving No Stone Unturned to Advance Common Prosperity

Yesterday, reporters visited the torreya base in Chikeng Ethnic Village, Laozhu She Ethnic Town, Liandu District, where lush moss was thriving beneath the torreya trees.

Liu Jianzhong, the village Party branch secretary, explained that the base currently cultivates 200 mu (approximately 13.3 hectares) of moss, which is expected to increase the village’s collective operational income by 600,000 yuan annually and boost the incomes of over 100 nearby villagers by more than 1 million yuan.

This vivid practice of “small crops driving significant income growth” is a microcosm of the booming rural specialty industries across the city. In the first half of this year, the per capita disposable income of farmers in Lishui reached 17,917 yuan, a year-on-year increase of 6.8%, ranking first in Zhejiang Province in terms of growth rate.

As a key battleground for Zhejiang’s high-quality development and the construction of a common prosperity demonstration zone, Lishui recognizes that sustained income growth for farmers is crucial to promoting common prosperity. Industry is the foundation of development, and only with thriving industries can farmers’ incomes grow steadily. Since 2024, Lishui has leveraged the “chain chief system” to promote the integration of “local specialties for prosperity”, driving the momentum of quality agriculture.

Longquan City’s edible mushroom industry has become one of the province’s county-level “local specialty” entire industrial chains with an output value exceeding 1 billion yuan, accounting for about one-third of Longquan’s total agricultural output value. Songyang’s tea industry has built a comprehensive chain system encompassing “planting-processing-cultural tourism-carbon sinks”, with the entire industrial chain’s output value reaching 14.5 billion yuan last year, increasing the per capita income of 100,000 tea farmers by over 30,000 yuan. Suichang has developed a comprehensive industrial chain for long zongzi (sticky rice dumplings). Through e-commerce livestreaming, cold chain logistics, and SC certification, orders in 2024 exceeded 6 million units, boosting the per capita income of 3,800 villagers by 20,000 yuan. According to statistics, the entire agricultural industrial chain in Lishui currently employs 505,100 people, with an annual per capita income of 36,600 yuan.

The key to comprehensive rural revitalization lies in people. Lishui has used operational models as a link to carry out the “I Have a Village in Zhe-Li(Zhejiang Lishui)” rural revitalization common prosperity partner activity. So far, 315 villages have been promoted, 530 partners recruited, 431 projects implemented with 1.01 billion yuan in funding, and 143 villages have achieved social investment “from zero to one”.

Xiaoshun Village in Shitang Town, Yunhe County, introduced Zhenyuan Rural Development Company to establish a tripartite interest linkage mechanism involving “operation teams + village collectives + farmers”, which is expected to increase the village’s collective income by 150,000 yuan this year. Longxi Township in Qingyuan County has explored new operational models around the “Tea Fragrance Town” brand, further accelerate the construction of a cluster of “common prosperity workshops” for wilderness tea. This initiative radiates to five townships (sub-districts)—Songyuan Sub-district, Annan Township, Hedi Town, Jushui Township, and Jianggen Township—promoting the development of the wilderness tea industry, boosting incomes for over 5,000 people, and increasing per capita annual income by nearly 20,000 yuan. By innovating rural development models and operational mechanisms with a market-oriented mindset, Lishui has explored a differentiated development path of “one village, one industry”, injecting continuous vitality into comprehensive rural revitalization.

“In the past, training was arranged for us, and we learned whatever was offered. Now, with training vouchers, we can choose courses independently and learn whatever we want”, said Wu Yuanfu, head of Zhejiang Qingyuan Zangyun Agricultural Technology Co., Ltd., who recently used a training voucher to enroll in a practical rural talent training course on wilderness tea processing technology, where he systematically learned about black tea processing.

This year, Lishui innovatively established a “training voucher system for farmers to enhance skills and increase income”, planning to distribute 12 million yuan in the form of training vouchers. This allows farmers to choose training institutions, content, and times based on their actual needs, enabling “training + employment” tailored skill development. So far, 11,000 people have participated in training using these vouchers.

It is worth noting that Lishui independently created and meticulously developed the “Lishui Rural Three Masters” local talent brand system, selecting talents from leading agricultural industries, specialty industries, and advantageous industries. This accelerates the cultivation of “Agronomists, Artisans, and Agribusiness Experts” with modern characteristics such as new ideas, knowledge, technologies, creativity, and ethos. To date, nearly 30,000 “Lishui Rural Three Masters” have been systematically trained, becoming leaders in rural revitalization and common prosperity across the city.

“Last month, I submitted my job search information to the town, and within a few days, they recommended a job to me. Now, I earn about 200 yuan a day!” said Wu Xiaohua, who was recently hired through the Anren Town Casual Labor Service Station and has now become a skilled worker at Longquan Zhiwan Wood Products Factory, diligently producing a batch of shoe racks.

The casual labor service station is one of the measures under the upgraded “LongEZJob (a platform name meaning ‘Easy to Find Jobs in Longquan’)” casual labor market 2.0 initiative. Since its launch this year, it has achieved full coverage in 19 townships (sub-districts), helping nearly 100 people find employment close to home.

Employment is the foundation of people’s livelihoods, and a robust industrial base, a favorable employment environment, and precise service guarantees are key to driving farmers’ employment and income growth. Across the city, precise employment service platforms have been established to efficiently match farmers’ skills with job requirements, effectively bridging the “last mile” of employment and income growth.

It is reported that Lishui has built 24 casual labor markets in key areas, innovated mobile livestreaming job recommendation services, and conducted 153 online and offline recruitment events, publishing a total of 114,000 job positions. These efforts have helped major projects and large-scale enterprises create over 33,000 jobs for farmers, assisting 5,400 key rural population groups in gaining employment and increasing their incomes.
