“Lishui’s unique ecological environment nurtures high-quality Polygonatum cyrtonema resources, laying an irreplicable material foundation for industrial development…” Recently, under the active promotion of the Lishui Market Supervision Bureau and the guidance of the Zhejiang Provincial Cosmetic Plant Raw Materials Center, an expert seminar on the group standard “Cosmetic Ingredient—Polygonatum cyrtonema Extract” was held in Lishui. The meeting brought together representatives from renowned cosmetics companies both within and outside Zhejiang, such as Nice Group, Yige Beauty, Osmun, and Chando, as well as experts and scholars from prestigious institutions like Shanghai Jiao Tong University and Zhejiang Chinese Medical University. Participants not only delved into the framework of the group standard, extraction processes, and testing methods but also offered insights for Lishui to further develop local plant resources and seize the high ground in cosmetic ingredient technology.
As the largest ecological planting area for plant raw materials in Zhejiang, Lishui is cradle to 251 of the 363 major varieties of Chinese medicinal herbs nationwide, earning it the reputation as the “Natural Medicinal Garden” of southwestern Zhejiang. Currently, the city has a planting area of 1.65 million mu (approximately 110,000 hectares) for camellia oleifera, tea, ganoderma, and radix issatidis, among others, with 70 plant raw material planting bases and 4 enterprises engaged in plant extraction with annual output values exceeding 100 million yuan. It is widely recognized as a supplier of authentic Chinese medicinal herbs and high-quality raw materials for cosmetics.
In recent years, Lishui has actively positioned itself in the eco-cosmetics industry, listing it as a 10-billion-yuan industry in its “1315 Characteristic Industry Chain” cultivation plan. The Lishui Market Supervision Bureau, in collaboration with relevant departments, has systematically advanced platform construction and industry standardization. Considering factors such as industrial development, platform building, functional support, and carrying capacity, the bureau has prioritized the construction of a research base for cosmetic plant raw materials as a starting point and breakthrough for industrial development. Initiatives include launching the “China Eco-Cosmetics Innovation Zone”, establishing and operating the province’s first municipal-level sub-center for cosmetic plant raw materials research, and building an eco-cosmetics industry matrix centered on the “China · Liandu Beauty and Health Port”, with supporting pillars such as the cultivation and extraction of characteristic plants like She medicine, Qingyuan’s “Hometown of Eyebrow Pencils”, Longquan celadon cosmetic packaging materials, and the Qingtian Imported Cosmetics Exhibition and Sales Center.
Simultaneously, government departments have invigorated the eco-cosmetics sector through policy support. The Lishui Market Supervision Bureau systematically compiled the “Lishui Eco-Cosmetics Industry Development Plan” and accompanied it with the “Lishui Eco-Cosmetics Catalog” and the “Lishui Beauty and Health Industry Overview”. It also established a comprehensive “1+X” policy support system, promoting the introduction of the “Several Policy Measures for Integrating Education, Science, and Technology to Empower the High-Quality Development of the Traditional Chinese Medicine and Health Industry in Lishui”, which allocates up to 1 million yuan in incentives for the transformation of cosmetics-related scientific research achievements. Governments of all counties (cities, districts) have introduced differentiated support policies based on local conditions, forming a pattern of all-region linkage and empowerment. Over the past three years, Lishui City has attracted 29 projects along the industry chain, with a total investment of 12.36 billion yuan.
Currently, Lishui’s cosmetic products cover facial skincare and makeup categories, forming certain advantages. Nice Group, a leading enterprise in China’s daily chemical industry, has officially commenced its 3.3-billion-yuan Nice Ecological Resource Research and Industrialization Project. Qingyuan’s cosmetic products, primarily eyebrow pencils, are exported to Europe and Africa, with an annual output value of nearly 200 million yuan, accounting for over 70% of China’s eyebrow pencil export share. Lishui has registered the nation’s first regional public brand for cosmetics— “Liren Lizhi” (meaning “Beautiful People, Exquisite Quality”)—and cultivated five provincial-level cosmetic brands, including “Nice” and “Shancharun”. The Market Supervision Bureau has strengthened brand protection and promotion, dedicating sections to “Liren Lizhi” eco-cosmetics in the “Ecological Product Value Realization Mechanism Exhibition Hall” and “Zhe-Li Shopping" platform, creating a comprehensive, multi-level sales and display system for eco-cosmetics products.
According to statistics, in the first half of this year, the output value of Lishui’s eco-cosmetics industry chain reached 3.68 billion yuan, a year-on-year increase of 58%.
