Yesterday, the Lishui Municipal Bureau of Economy and Information Technology reported that the city’s industrial added value above the designated scale reached 23.18 billion yuan in the first half of the year, a year-on-year increase of 9.7%, ranking fourth in the province. This growth rate exceeded both the national average (6.4%) and the provincial average (7.6%).
Manufacturing serves as a critical foundation for Lishui’s industrial economy. In the first half of the year, aligned with the “415X” advanced manufacturing cluster cultivation project, Lishui intensified efforts to develop five provincial-level characteristic industrial collaboration zones and two “rising star” industrial clusters. The city further deepened the “chain chief” system, dynamically updated the “1315” characteristic industrial chain list led and supported by municipal leaders, and continued to promote resource aggregation, policy integration, and service focus. From January to June, the five leading industries achieved a total output value of 102.417 billion yuan above the designated scale, a year-on-year increase of 11.3%, 2.8 percentage points higher than the city’s overall average. Eight industrial chains, including characteristic semiconductors in the Lishui Economic and Technological Development Zone, Yunhe wooden toys, and Suichang new energy and new materials, maintained rapid growth exceeding 10%.
Since the beginning of this year, Lishui has focused on building a modern ecological economic system, with leapfrog high-quality development of ecological industry as the main direction, driving the transformation and upgrading of manufacturing. The investment data reflects these achievements. In the first half of the year, the city’s industrial investment grew by 35.6%, 25.3 percentage points higher than the provincial average, ranking first in the province. Manufacturing investment increased by 25.5% year-on-year, 15.4 percentage points higher than the provincial average, ranking third in the province—a four-place rise from the previous month.
The integration of digital and real economies is a key lever for Lishui’s industrial growth. In 2025, Lishui was historically selected as a national pilot city for the digital transformation of small and medium-sized enterprises. Simultaneously, the city accelerated the shift from “full coverage” to “deep coverage” in digitalization, refining the gradient cultivation model of “digital workshop—smart factory—future factory” for intelligent manufacturing. Jiali Industrial was newly selected as a provincial future factory, seven enterprises were listed in the province’s first batch of advanced smart factories, and 13 enterprises were recognized as provincial digital workshops (smart factories). In the first half of the year, the added value of Lishui’s core digital economy manufacturing above the designated scale grew by 22.9%, ranking first in the province.
In the second half of the year, Lishui will fully advance the expansion and quality improvement of ecological industry, launch the “310 Plan for the Growth of Key Industrial Enterprises”, accelerate the implementation of a full-cycle closed-loop management mechanism for major manufacturing projects, and innovate-oriented construction of a modern ecological economic system to foster leapfrog high-quality economic development.
